Rosneft Oil Company’s Board of Directors has approved the 2023 Sustainability Report.
The Report presents Rosneft’s achievements and key events in the field of sustainable development for the year. The document reflects the Company’s contribution to the achievement of the UN Sustainable Development Goals, as well as its contribution to the development of national projects of the Russian Federation.
Rosneft is a leader in introducing innovative developments in the country’s upstream sector. As part of its innovative development programme, the Company actively invests in research and development of its own technologies, creating innovative products and solutions that contribute to strengthening Russia’s technological sovereignty.
Today there are 24 software products in Rosneft’s line of knowledge-intensive software. In 2023, 58 new technologies were implemented and replicated, and more than 100 licence and sub-licence agreements for software transfer were concluded. As of 2023, the Company owns 1,027 patents, and the total economic impact of implementing the technologies developed over the last three years has exceeded 40 billion roubles.
In 2023, Rosneft continued to pursue the goals of the Rosneft 2030: Reliable Energy and Global Energy Transition strategy. During the reporting period, the Company achieved an absolute reduction in Scope 1 and 2 greenhouse gas emissions of almost 5% (relative to 2020, the base year of the strategy). The area of contaminated ‘historic heritage’ land has been reduced by 11% from 2022.
In addition, the construction of 12 facilities for the rational use of associated gas was completed at the Company’s producing assets in 2023, and a comprehensive programme to monitor methane emission sources covered more than 800 facilities at 27 enterprises. In 2023, the preparatory phase of the world’s most ambitious environmental forestation project, which will sequester 10 million tonnes of CO2 equivalent, was completed.
Rosneft contributes to the socio-economic development of the regions where it operates by implementing infrastructure projects of high social significance. Rosneft, which owns the largest network of filling stations in Russia, actively supports the development of domestic tourism. The Company is implementing a number of measures to create the most comfortable conditions for car travellers. In partnership with RUSSPASS, a nationwide travel planning service, Rosneft has launched an information and service platform for car travellers called ‘Russia’s Horizons: Come with us’. The Company has also entered into a number of cooperation agreements with the constituent entities of the Russian Federation to promote the tourism potential of the regions.

In 2023, the Company was included in the Moscow Stock Exchange Index - RAEX ESG Balanced and again in the Moscow Stock Exchange Index - RSPP Responsibility and Openness and the Moscow Stock Exchange Index - RSPP Sustainability Vector. Rosneft was also named the best Russian oil and gas company in the World Benchmarking Alliance’s international sustainable development rating, which assesses the contribution of the world’s 100 largest companies to achieving the UN Sustainable Development Goals every two years.
These achievements are the result of the Company’s well-coordinated initiatives and programmes in key aspects of sustainable development - environment, society and corporate governance.
